Too much water?

Is having too much water in your propagator bad? I was shown to have just a little bit of water for the cuttings to sit in, but been having little success with cloning in a regular prop, was thinking if the cutting has alot of water available to it, it won't need to grow the roots to search for water?

whats your thoughts?

keep the soil damp and the leaves misted.
too much water in the soil and the stem will rot,not enough misting and humidity and they will dry out and die.
