If your at or over 14 1/2 hours of light outdoors your ok to keep them outdoors 24/7 TBH as long as there is no Danger from frost you should be ok from now on. Start them so they only get morning sun...

If you have three others that are fine I would chop it IMO.. TBH I don't like Butane-extracting seen to many people on the news burn down there homes trying it. Butter would be much better IMO.

No you really can't use the rotted bud for anything, real bad stuff for your lungs Ext. :( that's much worse then a few seeds but yeah sounds like it was grown a few pollen sacks. :(
