Haha, perhaps he means Portugal, where drug use has fallen. Or Holland, which makes millions from people having a good time and not getting hurt or sick.
Perhaps he's just reading the script given to him by the pharmaceutical companies and the booze peddlers. That guy is way out of his depth.
