Looking for answers stunted growth yellow colytdons ?

He's about 3 1/2 weeks to 4 lost count but he stoped growing for a while now I have them in fox farm sea somthing and 4' t5 lighting 18/6 I flushed them when they were trams planted dunno do I give them mutes or what some say root lock from mic grow when they were seedlings not sure I like this one please help

Sounds like it's dead, pull it out of the soil and if it's got roots. If it has then you know not do it next time. If it hasn't then you will know it's dead.
