Vine weevil don't fly, but are good climbers and they like to hide. The larvae will be in the roots, eating away at them. The actual weevil does the damage to the leaves. Personally, I think you're wasting your time (and money) with neem oil.

Well iv got to do something, iv ordered the neem oil already. For good measure
I'd just be playing it cautious and wouldn't spray until I found out what I was treating . I'm presuming that there's no possibility that they are getting cut and pruned by another leaf nearby because of air movement

Dont think its caterpilars, its only eating the edges, and normally there are a few holes and occasionally caterpillar shit on the leaves.
