For now put your light within a couple inches of your plants , then Go on ebay and use your money to buy the most powerful LED light you can for your money. 400 watts or more. Fill your containers with soil mixed with 20 % Perlite and bury the stems .
No matter where you go , there you are .
Buy some grow bags, crack some seeds and get them on the roof. I can imagine a pot falling over!
