That's a healthy-looking plant, I've never seen that in Coco. Might try sterilizing the water you mix your nutrients in with some H2O2 just like you were doing deep water culture.
I would look into doing some foliar spray plant oils, H2O2, correct pH. Also treating plants with aspirin water when Ill can help then. You'll have to do a little research to figure correct ratios and application. On my side of the pond I just use SM 90 for all of that.

I have had it on young seedlings outside and just bin them and start again. When these were first started my humidity was way to low and temps always over 20c and being in coco was very unexpected to see. Oh well we live and learn i am blaming myself for not filling the pots to the top like i normally do. I am going to try some crushed garlic and rub it around the affected area

I am pretty sure this no cure for it as a fungicide. I will leave her in there and see how she goes, but i think she headed for the compost bin and the pot for the washing machine.
It really does look like Damping off, Pythium is usually the fungi responsible in cannabis, for these 'rot' type disorder. There are quiet a few different types and they are all similar enough in their behaviour.
Pythium is a fungi and generally is indicative of over-watering, but like botrytus 'Bud Rot'/'Grey Mould' its opportunistic and doesnt need much time to take hold, with already weak plants being particularly susceptible.
Its not a big problem, but the spores can and do spread readily. If you are using any type of hydro system it can be a bigger job, as the fungal spore can thrive in the aerated water.
If I were you Id cut my loses and start over, for the sake of any neighbouring plants. If its a solo plant you could consider treating it with a fungicide and letting the medium dry out a bit, but it looks pretty well established in the stem. Even if you were to take a cutting, Id have concern that the fungi could be spread through the plants own vascular system.
Just my 2 cents on it, hope you can get it sorted.

Seen this before when seedling been put in soaking wet cubes or coco it's like stem rot n it thins in to nothing like thread sometimes n wilts over n plant still looks green

I've had this problem before mate last run on the Buddha cheese rid it out and she turned out fine mate meaning as problem went away but grower fucked her up in general
You know when it's stem rot, as the plant stops growing, I had this issue on here when growing in nft a few year Back, Most of time it's ok though..

Silly question but if you've not filled the pot all the way cant you fill it to build up around the stem- if you cure what ever is wrong?
