Help need to reduce heat

I'm running 2 x 600 sodium bulbs struggling to reduce the heat in a 120x240x200 tent with(((((((((((((((((((((((((((((((((((((((((((15) )))))))))))))))))))))))))))))))))))))))))))) plants I've got a 4in swift air fan to a standard carbon filter outtake and a 4 in swift air intake will a extra carbon filter reduce the heat?I've turned off one 600 bulb and it reduce it to a consistent 28c but that's not enough for the 15 plants surely? Any help with be really appreciated

ignoring the 15 plant part..... I run a tent the same size and run a 250x1000 rhino pro with a 250mm rkv hooked up to a temp speed controller. Your expecting too much from a tiny fan mate.
