Hope you get it sorted mate... that soil looks like you dug it up out of the garden.. heavy as shit, the same as mine.
As everyone says, get soil, perlite and good quality potting compost or something made for weed plants like biobizz light mix or canna terra or plagron light mix.
More light aswell... get all your cfl's going.. they need lots of light now to grow well.

scrap the shitty cfl. get a 250mh in there. you be growin these till xmas with a 32w cfl.

stick 10 of them cfl in there an a 250w mh bulb will still win hands down. looking at about 22,000 lumens from it..
