Default First grow 3 week old seedling leaves drooping

The leaves have been drooping for about a week now and I have no idea why.. I initially thought I was over watering them so i left them for 5 days without water but they gradually seem to have gotten worse. They were watered a couple hours ago but still no change.. The girls have managed to keep growing despite this but they certainly aren't looking very healthy. I haven't fed them any nutes yet and i'm using a 50/50 soil and pumice mix. For lighting I have three 250 watt actual draw leds in a 5 by 10 grow space. I have all three running to keep the room warm but only one is directly over the seedlings about 25 inches away, so I don't think it's an over lighting issue. Maybe I need to transplant to bigger pots? Any suggestions would be greatly appreciated!!

Would it matter if it were thin or thick bleach?

Domestos works well and its only a quid for 750ml...A single application should do the trick and there will loads left over for him to clean the shitter he's just disappeared down
