I am a novice who is growing, in 24" pots on my (Oregon) deck, a pair of Gorilla Glue #4 plants. They started budding near September 1. They have been out under full afternoon sun since they were babies. But the deck faces west, and they got wet under the covered area I had hoped to use.

I moved them to my rear deck, which is covered in corrugated PVC material. While it is quite light underneath the (formally clear) covering, I don't know if the PVC is letting UV through. Research suggests it depends on the brand, and I don't have a way to find this out.

I have two related question areas:
1. How can I (inexpensively) test if/how much UV is getting through?

2. I am considering supplemental lighting. This is the only time I'm going to grow plants,* so I don't want to spend too much on grow lights. The lights will be under cover, but wind will cause rain spray on them occasionally.

Now the more complicated stuff. I have a pair of 5 meter waterproof LED lights (4 rows in front of the window):

I am not looking for ideal. Will these put out useful UV? Too restricted in range? Remember, this is outdoors so will be supplemental lighting.

An alternate is a UV strip light the company makes, but it is advertised for Halloween and display items. Here are the specs for the UV strip lighting:
