A watt is a watt, you hear it all the time, a ''600w led panel'' but it only draws 300w, so calling it a 600w is just wrong,
as for light being wasted with a hid, the reflector is there for a good reason,
leds do have a smaller footprint so yes the light is more intense right below the panel, but cmh have the same smaller footprint,
for me it's as simple as this, most major grow shops don't stock led panels because currently they are too new/expensive
they are slowly getting better with each new iteration,

More watts no. More lumens no. More flux or intensity yes in that it will concentrate the photons into a smaller area.
This means an average "300" watt LED will better for just a single plant rather than spreading light over a few plants without the lenses
