clones fail - Would like to know the reason

Hello everyone, I had 2 cuts from a super skunk but I think they were too small to be cloned, I soaked the cubes in pH adjusted water to 5.5 - 6 and left them under a hood with 24 hours light (weak lights) for 2 weeks with a humidity about 50%. they didn't root and instead they gave a bulb at the end of the branch attached the pictures

Would you give an advice of what happened?!

it looks like it tired to, you want rh higher, an temps about 25-28. did you spray them a few times a day?

Also Rockwool looks soaked still
I would be guessing the Rockwool was too wet. Lack of oxygen
