Default Stunted growth, curled up leaves

Hi there I'm trying to attach a photo of what the problem is but it keeps saying upload failed, it would make things easier but I'll just have to describe it...

So I'm running 7 plants and one of them is looking a bit weak. The lower leaves had curled upward until the edges were toching, were crispy and pale. The top leaves seem to be curling downwards, and they have a dark grey edge. Ive chopped all the dead looking leaves off but even the new shoots look like the tips are going black.

The plant is just not growing and pushing out any branches and is now way behind the others in size, the leaves are very small. I'm coming close to flipping them now and it doesn't look like it's gonna produce a lot of flower. Any idea what this could be and if there's anything I can do to revive it. One thing I thought is that maybe I've overfed it as I'm feeding it the same strength food as the other plants which are lapping it up and maybe it's too much for the under developed plant. Any thoughts ?l

Yeah, looks like your plants have different needs & the small one is suffering due to too much feed
