Default Two very different plant growths

I have 1 Sugar Black Rose and 1 Harlequin growing together outside. 1 looks healthy and is growing as expected, the other is all squashed up and seems to be flowering.

Is this normal with different varieties? They've been outside for about 4 weeks and are about 8 weeks old.

    Newbie here so be gentle.

It looks like you have one Autoflower and one photoperiod plant there. The photoperiod will only flower as the daylight hours change

If one is an autoflower that would explain it. Most auto's will be finished flowering within 10-11 weeks and will flower regardless of the schedule so long as they are getting good light.. Whereas as stated above, photo's will not start to really stretch and flower until the conditions are right.

Also, what size is the container they are in? A canna plant should be in something at least 8ltrs in size and preferably 12-15ltrs really.
