Default Holding plants back in veg - need more time advice

Hello all I need to keep my plants in veg for longer until they go into my flower room (I am building a new system).
I really need to keep them in 3" Rockwell cubes for as long as possible and keep their size down. Could I just keep on topping or would I get to many heads

They are only in starter cubes now and a few inches tall @ 2 weeks old from seed.

I will soon be potting up to 3" Rockwool where they need to stay for at least 4 weeks before going into clay pebbles and into RDWC for a furter veg period before flower.
TO GROW A PLANT YOU NEED TO THINK LIKE A PLANT

I have 7 cuttings on a windowsill 4 weeks old they are still quite small, they are fully rooted i potted up last week into small pots that all 7 will fit in the bottom of a small propagator, still on the windowsill i'm hoping for the same slow growth for another 6 weeks, will eventually go into 7 litre pots that have no chance fitting on the windowsill

try using a cfl or summit lowerer powered, that'll slow the growth
or try trimming the roots that'll stop the growth and they will simply re grow at a later time

Thanks Monster. I have them under LED at the moment but might raise it slightly to reduce the intensity.
I have never used Rockwool before but presume the roots will just come out of the bottom if I leave the plastic on. I am in to process of building a RDWC RUSH type system o need to keep them in 3" rockwool before going into 8" pebble basket.

Probably a good idea to trim the roots or put them on a wire rack hoping they may air prune.
