They look like cuttings, normally on a seed grown plant, it will grow symmetrical, you would remove the main top head & the 2 side shoots would grow to form.2 colas.

I would not chop again. I would bend the top cola to match the height of the cola below it.

With a plant from seed you have 2 colas side by side so when you top you get 2 tops instead of one. With clones you have alternating colas so chopping off the top does not do much unless you train them. Read up on LST and train as many tops as you want.

Surely you'd read up on what topping is and does before actually topping? The questions aren't in the right order.
