Suitable only at the initial stage of grow, when it is just starting to appear. And so the power is not enough for further maturation. What is your impression of her? Or have not started to use?

Will work just fine but remember you need 2700K or so for flowering
I'm growing under a 2x36W Tneon (4800lumen) and have done a full grow with it (different bulbs during veg and bloom) 6 years or so back and got 0.5gram/watt from it
Watts determine weight so obviously you won't get much from it.
This round I put four 4W LED 2200K bulbs with it as well for an additional 1600lumen to bring the total to 6400lumen

I'd personally want more, but it's all relative to the end yield. Have u looked at the big cfls with reflectors. ?30 quid would prob get you a 200w dual spectrum cfl. I use one and it does fine on a budget.

You'd need more watts of 2700K to get decent buds, during flowering you don't really need any 6500K although some TL tube users do use different color temps during flowering but if I remember correctly only about 25-35% of it being 6500K
With the Tneon (which are 2d CFL's) I just run the two 2700K bulbs during flowering without any 6500K and it works just fine.
If you still have to buy all your stuff you might be better off investing in a LED quantum board though, their much higher efficiency means you can grow more but with less watts.
How much weed are you looking to grow? Knowing that would help us give better advice. Also not unimportant is knowing how much space you got to work with. The major benefit of CFL, Tneon or TL is that you can hang it so much closer to the plants so you need less height in your groom.
