With lid off maybe a bit further than 1cm then but don't expect much. Old inefficient leds them are

T5 then to mh for veg all day long. These little low watt crappy leds or cfls will jus giv off shitty thin stretched plants.you wana giv them the best start with least a 250mh or a decent bigger led panel

A 250w MH is less than a 100w HLG

So while those led bulbs are not the right choice, 25w of led per plant will see you through at least the first 3 weeks of veg

So 10w wasn't miles away to be fair

HPS isn't all that bad, but MH is a terrible waste of eleccy

1w of hps is nearly 2w of MH. See I did that without led.

Mh is king in veg combine it with coco i put money on it they grow faster than led hahahah. Fml not again lol.
