I would check EC every time mixing nutes and adjust based on starting point. I start with zero EC so I have no idea how to feed a plant on hard water.

With my water it fluctuates, i tend to use the highest number of my tap and mix away, worse case your abit light on feed. Much better than being to heavy, wait a day and you can always add some nutes.
Your final numbers will be determined by size age and health of plants and stage of grow..

I was all ways told to never go higher than 1.0 ec and that that was when switched to flower wot should I aim for max dose.

My tap water is currently 0.6 ec
For young plant ididnt want to go much higher in case they burn but after I had half stated does of nutes it goes up to 0.8-0.9

Your water is.6. Not 0 . .8 sounds like a good number for very young plants.

This is quiet a large fluctuation i can not recall seeing such a fluctuation. Seen a few that go up and down by a point or 2 never by .4 . What EC pen do you have? and is it calibrated?
