Default 4 week old seedling trying to flower

So I planted 2 seedlings about a month ago and on Saturday I checked on them and noticed something very unusual.

1 of my 3 inch tall seedlings... Has begun to flower.... Which makes zero sense because it's been under 24 hour light since the day it sprouted...

I'll post the filled out template below but feel free to ask any questions you might have.

Soil or hydro or coco: Coco Coir

    Strain: Charlotte's Angel

    Photo or Auto: Photo

plant age: 24-28 days above soil

pot size: 2 inch compostable pots, transplanted into 1 gallon fabric pots 1 week ago

has it been repotted? and when?: stated above

nutes or additives used and how often for soil: I've been adding 1.5 ml/L rhizotonic and 1ml/L B-plus (vitamin b and others)
    Approximately every second day.

Air temps (max min): Max22 min16

    humidity:35-50%

lighting type and wattage (hps, led, cfl): 2- 23w cfls

    Light schedule: 24/on

    ph level: 6.0-6.3

EC (hydro and coco only): not measured

    Background EC. Not measured

Any questions or ideas? I'm baffled. Because I don't if I mentioned, only one of the two seedlings has started to flower. There's already maybe 3 or 4 sets of pistils showing at the top node.

I don't have pictures right now but I will tomorrow.

Is she actually flowering? Or just showing her sexy bits to you?
Do you know anything about the breeding of the beans?
    Pictures would help loads ?

    I'll get pics up asap

But no trust, she's full on flowering. This is more than presex formations. There are numerous sets of pistils bunching up at the top node.

As for breeding, the original seeds were purchased from Dutch passion seeds and then were rigorously phenotyped at a grow facility and my seeds are a product of one of those finished plants, if that makes sense.

It's very strange for this too happen
    Especially under normal lighting schedules

It's from seed and honestly I'm not 100% sure how old they are. Im thinking around 3 weeks but what 3 week old plant has pistils?

    Anyways here's some pics.

First 3 are the flowering seedling and the last pic is of the normal one for comparison.

And the normal Charlotte's Angel. These are the exact same age ~3 weeks.
