in veg the plant is establishing growth, the longer you veg the bigger your plant will be when it goes into flower and thus gets even bigger during flower
In veg eventually the plant will show preflowers (signs of sex) and if its a female then you usally induce flowering (about 3-4 weeks) but some people like to veg for longer for big plants!
