Wierd!!!
As it happens I germinated 30 Nirvana seeds (Rhino, Citral, AK48) for my next grow and they all went like that. To be honest I didn't really tend to them much though and eventually I just abandoned them and the all died.
I had a pack of Chronic burning a hole in my pocket so didn't really care. I really wanted to grow the Chronic.
I think the problem is either over / underwatering.
Did you propagate them at all?????? With them being so small its easy for them to dry out and stunt growth.
Mine are all growing pretty well now. Started with some strange growth but all 10 (not 15. Thanks SS, tight arses) are now coming along okay. One looks like its mutating a bit but will keep it going.

I found that they don't seem to keen in a propagator once they are above ground.
I think it seems to stop them transpiring through the leaves and fucks the leaves or something. This happened to my Nirvana seedlings, so I left the top off on my Chronic and they were fine.
Prehaps its too humid?
Okay update time:
The Masterkush are all chopped and my tent has been cleaned, sterelised and treated with 'Front line' which is a mite and pest killing chemical.
I have also bought a brand new Grolux bulb and serviced all my fans by cleaning off all the accumulated dust which slows air flow. I also gave them a drop of oil to keep them quite.
Anyway all 10 are growing nicely. I have just put them under my HPS. Approximately 16 inches away.

How old are they in those pics mate? They are looking very healthy indeed!
I never record my times and dates when vegging and have forgot mate.
Going off my other posts I'd say they are 12 days above ground and about 15 since I began germinating them.
They should really start to fly now I have them under a brand new Grolux. I'll try and take weekly pics to show growth rate better.

being of serious seeds stock they should all be very close in phenotype. Mainly indica, she'll chuck out a nice big fat cola. Hence why they yield so much I guess.. 600g per square metre at best can't be ignored.
Anyone who says nothing is impossible clearly has never tried to slam a revolving door..
