Dazed & Confused is a must. "The stoned age" is a film with two stoner-like characters, and although (to my knowledge, at least) there are no smoking scenes in the film, its definitely a laugh a minute.
I've tried to pick it up, its not available in r2, but if you can download it go for it.

Fast times at Ridgemont high is also supposed to be a good stoner film but I can never watch more than like 10 minutes of it due to it being uploaded on a rubbish video hosting site
