i have started a seed goin its quite health now its been growin now around 3 months in my cuboard but i want to no how many leaves i should cut off and how often to cut them and witch 1's to cut ? any help

Don't cut any off unless they are dead or dying. Why would you want to cut it's leaves off? If your trying to manage the height than you need to top it. Unless your using it for clones i'd say you need to flower it and it will double in height when you flower it.
Why do you want to prune it?

i got the impression that cutting off big fan leaves promtes new growth as i have done this twice to my outdoor plants and they have come out with loads more bud sites and twice as many leaves as the first time i did it so i thought it was doing good ???

I can see no benefit in cutting off perfectly healthy fan leaves. They are the biggest source of photosynthesis. You can prune tips off to stimulate growth.

yes but these fan leaves block alot ov light for the folige underneath them

You'd be better off topping it to get a nice even canopy
