The biobizz feeding chart shows feeding while in flower not in veg

I understand it is normal not to feed while in veg under lights

But my friends plants in his greenhouse has been growing for months and still are not showing signs of budding due to light hours

My question is should i feed it?

I have biobizz grow and bloom and tomatorite
