The government have created proposals to make your ISP (internet service provider) store lists of which websites you have visited, and to keep those records for 12 months. Those records will be accessible to the police with a specialist search warrant. That means they will be able to see you have visited TCHTalk, seed shops, hydro shops, etc. I'll repeat: this is not yet in place. It is proposed.
There are a few ways to defeat this.
One is to use a VPN. A VPN is Virtual Private Network.
Basically (in English) you connect to a website, and you "ask" that website to connect to the Internet for you. It connects to the Internet, retrieves the information you ask of it, then displays it to you. So instead of your ISP having a record of you having visited THCTalk (or wherever) they have a record of you visiting the VPN. They do not and cannot store everything you "do" at the VPN as that's outside the scope of the proposed bill AND vastly outside their technical abilities (let alone cost).
You can use a VPN for yourself. Google around for one, find one using a search term like Free VPN UK, and you'll see you can use one online. Many of them cost a little bit of money to use automatically, to get better speeds, to use more features, but you can get a feel for them for free.
Another way to avoid detection is to download the TOR Browser.
TOR is "The Onion Relay" which sounds like gibberish. Basically (in English) it is a standard browser, based on Firebox, that has lots of built-in automatic encryption. Without wishing to explain it / scare you with tech basically you open the TOR browser like any other web browser and then you can use it to surf the Internet. That surfing is encrypted and all the ISP will list you doing is connecting to an TOR server. You don't have to worry about finding the TOR server, the browser does that automatically for you. It's basically like a slightly slow version of Firefox.
The TOR server can be located anywhere in the world, the browser picks one at random. That mean when you go to Google instead of being directed to Google UK you can be directed to the German Google, the Finnish Google, the French Google, which I always find fun.
You can also use the TOR browser to visit "Dark Websites". You don't have to but you have the option. Visiting the Dark Web is no different from visiting the normal Internet except you put in a specialist URL. If you put that dark web URL into your standard browser it comes back "cannot find website" and if you put that dark web URL into a TOR browser it comes back with the website. That's all there is to it.
But the point is you can use the TOR Firefox browser to surf to THCTalk and the authorities won't have that listed. They'll have it listed you visited a TOR server and that'll all they'll know of what you did during that Internet session.
But again.. this is for the future somewhat. Don't panic TODAY.

It's a really pointless/ sinister law that is being sold to the masses as a way of catching scumbags but will really just be capturing data from the general public- any terrorist worth catching will already be using the method outlined by stonedwolf to communicate already!
