Also with the ballasts, most people choose a dimmable as you change the bulb size at different stages of growth, itll work out more expensive for you to have a seperate ballast for each wattage 

but the plan is to stick to 600w first MH for veg and then 600w HPS for flower. for this one grow, after that we will have a budget better for the next time but for this time I just need enough to get this crop going. Will it suffice for the one time?

You can do it either way its just 600W for seedlings is a little overkill, i started mine with a 125w cfl which have ballasts built in, then moved through a 250w and now 400w mh.

Im about to flip them tonight and still only using a 400. Personally id hang on until budget allowed me to buy the correct things as i dont see the point in buying twice...

thats right now we have 4 cfls an inch above the seedlings they are about 10 days old and are nice and wide and only about 5 inches tall, they span about 4 inches across at the top. The temp is about 25-30 across the surface and Im not sure how long they are able to stay there under this weak light as we dont want to waste veg power. what do you think?

I cant advise too much mate as only on my first grow myself so dont have much experience...

How big is your grow space? 1 CFL was enough for me with 6 plants under it for the first few week

Well seeing as theres a 10 plant limit on here, lets say theres 10, and if there was more orange on the plant there would only ever be a little more fruit.
