my friend has a 300w cfl and it fits the ballast he has but the problem is that the ballast is a 400w hps and another MH 400w ballast. Would he be ok using the cfl in one of those ballasts?

NO, but if you find a way to just plug straight into the wall and by pass the ballast, it might work."

CFL has it's own built in ballast. You do not want to layer a starter on top of a starter. That sounds dangerous.

    CFL - compact florescent Lamp
    Hid - High Intensity Discharge

    not the same thing whatsoever

can get a new 400w bulb for 20 quid or blow the cfl bulb and buy both again
