No not for that fan but for many I have. The same logic applies for this as any other soundproofing. Use fire retardant materials especially if covering any electrical appliance. Don't pack tightly as sounds travel through vibrations and anything that kills vibration kills sound. This is why rock wool is your friend. Build a box big enough to hold the fan and mountings for the fan and enough space so you can fit a small top hat to the inside and a very small length of ducting. I'll make a little drawing up later

That block wall will provide decent soundproofing but to be extra careful build a stud wall but leaving a gap between your wall and the block wall .
Obviously first job build a floor. 2nd job stud wall dividing block wall side right up to the apex . 3rd tho for me would be your ceiling and insulating over the top as you build it.

Thanks BG, Ive measured up and with leaving a gap between the groom and the block wall I wil have H = 1.2m W= 1.6 D=1.2m? Is that even gonna be enough BG mate?

Ill get some CLS delivered and do the studs and then board and insulate the ceiling.

    Door is a concern lol.
