Check out the veg footprint on the hlg100, 36"x36" and it'll do every bit of that.
Fry if theyre too high yes thats correct sir which made me check again and his ceiling @120cm is a problem i get what u mean mate still he can grow a squat bush no more than 50cm high and he wont fry nothin... and for early veg just use cheap leds or cfl.. then 14 days bring it on

I've done two plants in A 33"X72"X48 under 400W HPS, and didn't burn any thing, I don't see where you would have A problem with A 220W LED in that 60x60x120. JMO

+1 hotshot I get my 600w hps as close as 20cm away from canopy yet no light stress.

The OP was asking for an LED suggestion in a small space for early veg. I would actually go with the HLG65 now that I think of it or something cheaper.

Completely agree. Tons of options, doesn't need much.

I’m not looking to spend a fortune just need something to get them going
    Hi Lewis

Id recommended just a ISH150pcb and driver. It's only 75w kelvin range is 4000k perfect for seedlings.
Full kit with board, dimmable driver connectors and hanging kit is £95

Or £78 with non dimmable driver

    I hope that helps

I would spend the extra £18 and get the dimmable.
