I can't agree with that. PIA or Private Internet Access do not collect data. They are very respected and have won numerous awards. This isn't to say that data isn't being collected elsewhere. PIA uses end to end encryption, so yes, the data I send could be intercepted, but it would be useless garbage unless they could decrypt it, which at present is impossible. The computers we use do store data and unless manually removed using specialist software, it would still be lurking,
even if the HDD was formatted.
(Smash it up when it dies if you want to keep what's on it private - then melt what's left with a blowtorch!)
However, if I installed Tails and TOR and used both correctly, then every time I used them, I could not be tracked by anybody, and I mean anybody.
Even if I was caught with a computer, with a USB stick with Tails and Tor, there would be absolutely nothing they could find or access. Nothing. They are so secure that with all the computer power any government could muster, by the time they decrypted it I would have been dead for a millennia.
And if you think they could trace me through the internet cafe I just walked out of, they couldn't, because the IP address the cafe's router logged was spoofed.
And even if they grabbed me at the PC with the USB stick in the computer, as long as I can either, pull the stick out or keep them off the machine until Tails timed out, then they would require my password. And they can FUCK RIGHT OFF!
A quick note on passwords.
Use long ones, at least 8 characters preferably more. Use numbers, special characters, upper and lower case.
An easy way to do this, is to think of a memory, and change it a little. eg "I went to Spain" for Barclays online bank.
So it could read !WEnt3spainBB
All the things to use are in the 1st 5 characters, so to remember this, I would just have to remember, ! then 2 uppercase letters, then the number 3, and the last word normally. This is as simple as 1-2-3. I is shift - 1 on the keyboard (!). Then 2 uppercase letters, followed by lower case to the end of the word, then the number 3. BB for Barclays Bank.
A 12 character password. Then, what you could do is just change the BB for whatever site you log in to. So for here, the password becomes
!WEnt3spainTH.
Unbreakable for the foreseeable future. This isn't the absolutely best way for security, but it is pretty good.
I have also been using LastPass for many years. It is an exceptional password manager and it is free for personal use.
Download the trial, it will tell you the trial is about to expire, just let it. There may be a "No thanks" box to turn down the pro version.
Available on PC, Mac, Android and iOS. It is also available for Chrome, it may do other browsers, I use Chrome.
I use it to generate 16 character passwords for any site, so I only have to remember one, to log in to LastPass. Trust me, nobody could ever guess or generate my password, not in a billion years.
A word of warning. If you forget your LastPass password you are screwed; really, really screwed. They don't keep it, so you can not get it back.
This reminds me I haven't changed my password here for way too long.

I knew someone who was caught with Tor. Talk about guilty until proven innocent. They didnt find his dirty deeds but hes on every radar now unfortunately.

Why would they risk their reputation? To give the information to the government? To sell? That would be business suicide. How the police or whoever got the information would have to be disclosed or would be inadmissible. They are a money-making business built on trust. 1 mistake and it is over.
I did say you had to use Tor properly. Your friend sadly didn't. He is not the only one. There was a very big case where on 1 occasion, the person they were after slipped up. The guys that track serious offenders, not us small fry, are the top of the game. If I can find the video I'll post it here. It was really educational.
