Hey brother, it ain't the light. There are a lot of good growers on the forum If you try any of their advice you may have some success. But if you ignore everybody's advice and come up with something like beta-carotene ain't nobody going to help you.
Buy some good seedling mix, something new that you're not using now put a seedling under your light and put another one in the window sill. If the one under the light dies then it's your light, if they both die it's you.
