Generally up to 10% in a go.
Dead, dying, burnt and then inner leaves that block.
I prefer to remove as little as possible so as to keep the girl running smooth.

I believe the theory is trimming leaves & bud sites from the lower part of the plant is because they will get little to low light, yet the plant will put energy into sustaining them.
Therefore the downside to not trimming would be less overall yield as the plant is diverting energy to love lower sections, which could be sent to the main colas.

I trim everything below the net once stretch has stopped. I wouldn't class that as defoliating, defoliating in my eyes is removing certain fan leaves that potentially block light from penetrating bud sites.

I defoliate relentlessly throughout the grow, I'll do it early to slow down a plant if it's stretchy. I'll do it late to open up bud sites so the flowers develop nice and large. I will do it mid-harvest to remove all the weak little spindly branches coming up from the bottom that I don't think will produce good size flowers. I'll do a pre-harvest trim to where the plant is mostly trimmed up before I chop it down. About the only time I don't do it is during the actual stretch.

Thought I’d stick my head in and say this:
In the wild cannabis is eaten by a lot of animal insects etc so my guess is the plant has this in mind when growing. So if you do nip a few off the plant will balance itself as this is in its nature to do so when animals attack.
Just take it slow and only where needed
