Default Leaves Drooping And Stunt Growth

Hey everyone. It's my first time planting weed, and I've done a lot of research before I did it, but I'm having some problems with my first plant.
It started of fine, but I went on vacations on the first week it popped up from the soil, and the temperatures went crazy low (10-13ºC) and the humidity was at 20%RH, so the plant seedling just fell and the growth was barely none. I've sinced adjusted the temperatures that are sitting between 21-25ºC, and I try to keep the humidity at 50-70% RH.
Right now, the leaves just drooped again and I don't think its growing at all, even though the temperatures and humidity is at a good range as you can see in the pictures. I watered yesterday and nothing else. What seems to be the issue?
I also bought soil from my local gardening store and added 30-40% perlite to increase aeration and drainage, so I don't think it's a watering problem, but I'll let you guys tell me on that ahah.
My grow light is a Vipar Spectre v300, with 136 watts, and even though its sitting closer to the plant than it should (due to a small cabinet im growing in), do you think that's the issue?

Thanks for the help in advance.

I'm having similar problems with mature plants, think the cold weather has given plants all over the country a shock as a few other growers are reporting similar problems

I don't think thats the issue. I've came back sunday and adjusted everything, and the temperatures are nice and warm for the past 3-4 days, and this began yesterday.
I also have a friend who has the exact same soil and mixture with perlite, and its doing pretty good.

Pictures under normal light are best, but it really sounds like over watering.

The correct amount of water to have in your soil when you start can be determined by grabbing a handful of soil and squeezing it, if it has some perlite in it it should break apart into one or two pieces, that's about the perfect moisture level. If you can squeeze out any water or if it stays together then it's too wet. When plants are very young all they need for watering is spritzing the top of the soil with a sprayer two to three times a day.

That soil looks very dark which suggests to me it's very wet. Could you add a picture with your grow lights off?

Alright so I think that's the problem. I used to water a bit more than it needed for the last 2 weeks because I only was available to come home 1 or 2 times a week, and this week I watered sunday with a sprayer, and I watered yesterday again with running water, although it was not that much.

I'll let the water evaporate completely and let the soil dry for the next 2-3 days, and I'll see if it gets better.
Also, is the size of my plant average for a 2 week and a half old? Even though I had some problems of course.
And is the grow light too close to the plant, or is it fine as it is? Its at 35 cm above the leaves. This issue that I'm having cannot be caused by light burn due to it being so close, or does it?

Thanks for all the help and quick responses, I really appreciate it.

Your plant is stunted a little bit, if it's a photo period strain then it'll be okay once you sort your issues.

Cold can definitely keep your plant small.

I would raise that viper up to about 24 in until you get a more mature plant. You will probably end up at about the height you are once you're in flower.

I usually start seedlings in a solo cup it's about a 16 oz cup and I don't pour any water in the cup for about 7 to 10 days, before that all I do is spritz the top of the soil with a spray bottle.
