Default Loss of fan pressure from carbon filter

I bought two 6 inch hyperfan with carbo carbon filters.
One is working perfect but on the other when I attach the fan too the filter the power goes down nearly too nothing.
The filter is about a month old so can't be clogged ect and looks OK.
I can't understand at all why Im getting this problem.
All I could think somehow a faulty carbon filter.
Currently no matter how much I turn it up makes no difference. But the fan works as it should when not attached too the filter.

Taking a shot in the dark here but did you make sure the felt sleeve is not stuffed in to the end of filter?
