    Personally I would not drench the canna with neem, or any oils for that matter, may be a dab of it here and there on the leaves, well away from the buds, but that is just me.
    I used the peppermint oil and water spray on the leaves only to be clear, I would also never spray anything on the buds, hell I don't even like them getting wet lol.

    Had a similar problem, except I was raisinig seedlings and kept finding them chewed off at the base. Finally found a cricket that had gotten into the tent. Killed the cricket, no more problems! Your plants are established, unless it gets a lot worse I wouldn't worry too much.
