Mosquito bits tea (follow the tea instructions on the bag) will kill the larvae in the soil. 2-3 times should be sufficient. Fans off and painting the undersides of the leaves and the branches with neem oil is a pain but would be helpful. Dont spray neem in flower. Be careful to not get sny neem on the buds.

I have had problems with the leaves staying sticky pretty much forever after few treatments with neem (emulsified). The puppa drops off the leaves into the soil and the cycle continues. I hate thrips

Yep. Thrips can become a real PITA if you don't take care of them right away. I've had them in my tent and they can be persistent.

Next time try the dunks. They are approved in all countries for organic food growing. Just a natural bacteria that kills the larvae and don't hurt the plants. The dunks tea is the best approach for potted plants. Works for fungus gnats and thrips and other larvae.

I agree could be thrips. Looks like you're flowering so I would say avoid spraying.

Like CityDweller said mosquito bits will kill the larva in the soil and stop the problem. The bits are Bacillus thuringiensis and you can buy it in a spray for soft bodied bugs, it's usually just called BT plant spray.
