    Looks overfed. Not underfed. Could just be the photos. Definitely have pest damage. Do you have a loup or scope? Should be easy to confirm exact pest with some magnification.

    RO water is best, but tap water (that you drink) would be absolutely fine to use with a bud wash

    I would say it is spider mite damage from this picture alone but as CD said, close up of the insects themselves would confirm it for you so you're aware for future grows.

    Hopefully the one above, with the loupe, is good enough because taking a photo through the more powerful handheld magnifier is very difficult.

    That looks like a thrip to me at the larval/prepupal stage.

    I think mites taste spicy kind of like pepper. I always wash my outdoor weed it brings out the smell and taste a bit.

    That looks like a thrip but it does indeed look like spider mite damage. Weird

    I would keep checking all over maybe there are some mites as well as the thrips?

    Yeah, It's entirely possible that both thrips and mites are munching on the plants....the damage in the photo screams mites, photo of the insect = thrips.

    I personally would give the buds a wash, because with the damage shown you're looking at a large infestation of possibly at least two pests and their crap, not nice at all.
