Intensity in isolation is irrelevant.
10k lux at 15m the plant is going to get barely any light 24/7, 10k at 1cm and your plant will be a black crisp in about an hour.
A better metric to use is DLI. DLI measures the intensity of the usable photos at the canopy as a factor of time. In seedling you should be looking at about 10-15DLI.
Raise the light, DLI lowers.
Increase the time, DLI increases
Increase the light intensity, DLI increases.

I would think that the light type would have a lot to do with this as we are measuring PAR for growth and not lux.
A good led will have a lower lux than a good HPS when checked at the same PAR level.
I have seedlings under 8-12k lux from birth. Keep the temps /rh in place and they should be just fine
