Yes it does...But forget that chart altogether it makes no allowance for clones or what brand of compost you are using...Most the time seedling wont need any feed till the preloaded nutrients in the compost begin to deplete. The rate of depletion will depend on the type and or brand of compost and the volume of your starter pots and the stage of growth of the plant...Plant reading is a more reliable guide to feeding, by which I mean you get a eye and feel for your plants requirements by the colour and condition of the leaves..In a light to medium fertilised compost a seedling once its broke the surface will only require water for a week to 10 days, then you can judge by its progress and leaf colour when to introduce feed...

I only ever grow autos and use plant magic soil supreme which is the one that was always recommended with their chart. I find it handy as a guide but I don't follow it to the letter as like you rightly say, you need to read the plant and adjust accordingly. It just seemed strange having a week 0. I've never seen that before. I probably won't feed anything for a couple of weeks anyway.
