    Hydro, I assume?

    I have no idea of the cause or solution - but I would imagine that hydrogen peroxide will be involved somewhere

    I used to use sulfonated coriander oil in my res back in the day, it would probably kill those bugs. You can't buy sulfonated coriander oil anymore but you can buy sulfonated neem oil. About 10 ml per gallon of water would probably do it.
