yes of course you can add pH down to water with nutes in (so long as you don't grow in dirt)
The idea is that because there's no buffer in hydro you have to correct the pH to make the nutrients available to your plants, the range is between 5.5 and 6.2, 5.8 being optimum for most people.

Hi bb67 I use downer with soil. I have a made up bottle of water. 1ltr of water and add only 10ml of ph downer to it and then use this as your ph downer, example my tapwater is usually 7.1-7.8 ph after all the chlorine has evaporated, this is kept in 5ltr bottles and usually 2-3 capfuls added to the 5ltr water/feed of my made up downer sets the water/feed to 6.6-6.8. hope this helps.

Dude soil is very forgiving and self buffers the soil for you in regards to PH.
EC is simply the amount of feed in the feed/substrate/res. It means Electrical Conductivity.
The nutrients you use and water you use all have an EC level. When you add more nutrients the EC will go up. High EC loads of food. Low EC not much food. But not to say because its low theres not enough food.
Also in turn in the case of a feed the more nutrients you put in the lower the PH will get.
I'm sure that's not really helped but if you look in hydro section I believe the information is on there.
