Hey man. I'm a very novice grower but I'd say they're in need of nutes. I think the leaves pointing up is known as "praying for nitrogen".
Have a good read of the stickies in the novice section and some diaries and research online about nutes.

Oh and putting up more info about your grow will allow others to help. What size space are you growing in? What light are u using? How old are they? What size space are you growing in? Have you got any extraction?

If your struggling to get hold of cannabis specific nutrients a very weak dose of tomorite will provide then with nitrogen for the time being.

I totally agree, they need fresh air, i always thought that leaves pointing up was a sign of them doing really well and really soaking up the light, aka praying. But burnt bits not good, light too close in my opinion also.

    They're stretching for the light.
Just move it down a bit.
Close as you can without burning which is mighty close for a CFL.

They need more light, but they could do with some food too. They looks a bit yellow that means they need (N). lights the big thing tough, at most internodes length should be 1-2 inch or 2-5 cm sativa or indica dont care. tin foals no good either your end up burning them that way. paint a bored flat white and drop the light and nut them they need it. good luck

As most have said its the light. As for the fan, not sure if needed, I dont use one until I move them under 600 and its mainly for heat, but I'm sure it cant hurt. Watch you dont blow the over though they look a tad weak!
